As of April 5, 2014, the Census Bureau in the US has amended its regulations for exporting used self-propelled vehicles. According to this the final rule, all vehicles for export require mandatory filing of electronic export information via the Automated Export System (AES) or AESDirect.

The previous exemption from AES reporting for goods destined to Canada no longer applies for used self-propelled vehicles. This means, any vehicle entering Canada from the U.S. – valued over $2,500 – will require this new step. The U.S. Customs regulation defines self-propelled vehicles as those including automobiles, trucks, tractors, buses, motorcycles, motor homes, agricultural machinery, construction equipment or any other self-propelled vehicle designed for use on land but not on rails.

“Used” covers any vehicle with an equitable or legal title transferred by the manufacturer, distributor or dealer to an ultimate purchaser.

Required Documentation:

At the port of exportation (in the US), the person exporting the vehicle or the agency representing them must present to Customs the vehicle and the required documentation. The documentation should include the VIN or the product identification number in its absence.

AES is a nationwide system operational at all ports and for all methods of transportation. The exporter or the authorized agent transmits the electronic export information using AES. AES then validates the data against editing tables and U.S. Government agency requirement files and generates a confirmation message or error messages back to the filer.

AES also validates the transportation data then generates either a confirmation message or an error message. Any errors messages generated by AES must be corrected and the corrections transmitted to AES.

The requirement must be submitted to Customs at least 72 hours prior to export.
